Find and Protect Foster Youth Act: Committee on Finance was
discharged from further consideration of S. 1146, to amend part E of
title IV of the Social Security Act to require the Secretary of Health
and Human Services to identify obstacles to identifying and responding
to reports of children missing from foster care and other vulnerable
foster youth, to provide technical assistance relating to the removal
of such obstacles, and the bill was then passed.

Maddox Nomination--Agreement: Senate resumed consideration of the
nomination of Matthew James Maddox, of Maryland, to be United States
District Judge for the District of Maryland.

By 54 yeas to 40 nays (Vote No. EX. 273), Senate agreed to the motion
to close further debate on the nomination.

A unanimous-consent agreement was reached providing for further
consideration of the nomination, post-cloture, at approximately 10
a.m., on Tuesday, October 31, 2023; that all post-cloture time be
considered expired at 11:30 a.m.; that if cloture is invoked on the
nomination of Jacob J. Lew, of New York, to be Ambassador to the State
of Israel, all time be considered expired at 2:30 p.m.; and that
following disposition of the nomination of Jacob J. Lew, Senate resume
consideration of H.R. 4366, making appropriations for military
construction, the Department of Veterans Affairs, and related agencies
for the fiscal year ending September 30, 2024.
