Durbin (for Peters) Amendment No. 3293, in the nature of a substitute,
be considered and agreed to, and the remainder of the order be in
status quo.

the nomination ripen at 12 noon; that if cloture has been invoked on
the nomination, all time be considered expired at 2:15 p.m.; and that
the motion to invoke cloture with respect to the motion to proceed to
consideration of H.R. 1555, to designate the facility of the United
