provisions of Rule XXII of the Standing Rules of the Senate, a vote on
cloture will occur upon disposition of S. 326, to direct the Secretary

effects of cannabis on certain health outcomes of veterans with chronic
pain and post-traumatic stress disorder.

Heavy-Duty Engine and Vehicle Standards--Agreement: A unanimous-consent
agreement was reached providing that if cloture is invoked on the
motion to proceed to consideration of S. 326, to direct the Secretary
of Veterans Affairs to carry out a study and clinical trials on the
effects of cannabis on certain health outcomes of veterans with chronic
pain and post-traumatic stress disorder, that notwithstanding Rule
XXII, the Committee on Environment and Public Works be discharged from
further consideration of S.J. Res. 11, providing for congressional
disapproval under chapter 8 of title 5, United States Code, of the rule
submitted by the Environmental Protection Agency relating to “Control
of Air Pollution From New Motor Vehicles: Heavy-Duty Engine and Vehicle
Standards”, and that it be in order for Senator Fischer to make a
motion to proceed to S.J. Res. 11; and that at 4 p.m., on Wednesday,
April 26, 2023, Senate vote on the motion to proceed; that if the
motion to proceed is agreed to, Senate immediately vote on passage of
the joint resolution; without intervening action or debate, and that
the time used related to the joint resolution count against the post-
cloture time on the motion to proceed to S. 326.
