consent-time agreement was reached providing that when the Senate
receives H.R. 9747, making continuing appropriations and extensions for
fiscal year 2025, from the House, Senate proceed to its immediate
consideration; that there be up to two hours for debate, equally
divided, and with no amendments or motions in order to the bill; that
upon the use or yielding back of time, Senate vote on passage of the
bill, with 60 affirmative votes required for passage.
