unanimous-consent agreement was reached providing that at approximately

the nomination of Jose Javier Rodriguez, of Florida, to be an Assistant
Secretary of Labor; that at 11:30 a.m., the motion to proceed to the
vote by which cloture was not agreed to on the nomination be agreed to;
the motion to reconsider the failed cloture vote be agreed to; and
Senate vote on the motion to invoke cloture on the nomination, upon
reconsideration; that if cloture is invoked on the nomination, all time
be considered expired at 2 p.m.; that following the vote on
confirmation of the nomination, Senate resume legislative session for
the consideration of S.J. Res. 62, providing for congressional
disapproval under chapter 8 of title 5, United States Code, of the rule
submitted by the Animal and Plant Health Inspection Service relating to
