Congressional Review Act--Agreement: A unanimous-consent-time agreement
was reached provided that at approximately 10 a.m., on Thursday, May
11, 2023, Senate begin en bloc consideration of S.J. Res. 23, providing
for congressional disapproval under chapter 8 of title 5, United States
Code, of the rule submitted by the National Marine Fisheries Service
relating to “Endangered and Threatened Wildlife and Plants;
Regulations for Listing Endangered and Threatened Species and
Designating Critical Habitat”, and S.J. Res. 24, providing for
congressional disapproval under chapter 8 of title 5, United States
Code, of the rule submitted by the United States Fish and Wildlife
Service relating to “Endangered and Threatened Wildlife and Plants;
Endangered Species Status for Northern Long-Eared Bat”; that
notwithstanding Rule XXII, at 11 a.m., Senate vote on passage of the
joint resolutions in the order listed; provided further that upon
disposition of the joint resolutions, Senate resume consideration of
the nomination of Bradley N. Garcia, of Maryland, to be United States
Circuit Judge for the District of Columbia Circuit, and then
immediately recess subject to the call of the Chair; and that when the
Senate reconvenes, there be 2 minutes for debate equally divided prior
to a vote on the motion to invoke cloture on the nomination.
