Majority Leader Schumer asked unanimous consent to withdraw the cloture motions on H.R. 3935.

8:06 p.m. Majority Leader Schumer asked by unanimous consent that the Senate proceed to H.R. 5860, Continuing Resolution (until Nov. 17th), asked unanimous consent for 5 minutes of debate and a vote on passage with 60 affirmative votes required, and spoke on the bill.
