11:36 a.m. - Senator Murray asked unanimous consent to modify the previous order in relation to the veto messages on S.J.Res. 9 and S.J.Res. 24, so that beginning at 2:20 p.m. -, there be up to 20 minutes of debate concurrently and equally divided between the two Leaders or their designees prior to roll call votes on passage of S.J.Res. 9 and S.J.Res 24 in the order listed, the objections of the President to the contrary notwithstanding.

1:00 p.m. - By a vote of 76-22, the Senate agreed to the Motion to proceed to H.R. 3935, the legislative vehicle for the continuing resolution. Senators voting no Blackburn, Braun, Britt, Budd, Crapo, Cruz, Daines, Fischer, Hagerty, Hawley, Johnson, Lee, Lummis, Marshall, Paul, Ricketts, Risch, Schmitt, Scott (FL), Sullivan, Tuberville and Vance. Senators Scott (SC) and Smith did not vote.
1:02 p.m. - Majority Leader Schumer filed cloture on the Murray substitute amendment #1292 and its now pending to H.R.3935, FAA Reauthorization/vehicle for the continuing resolution. He also filed cloture on the underlying bill, Cal. #211, H.R.3935, vehicle for Continuing Resolution (November 17th), as amended, if amended
1:04 p.m. - Senators Schatz and Welch spoke about government shutdowns
1:24 p.m. - Senator Grassley spoke about rural pharmacists.
1:41 p.m. - Senator Moran spoke on border security.
2:03 p.m. - Senator Kennedy spoke on flood insurance and asked unanimous consent that the Senate pass S. 2968, flood insurance extension. Senator Paul objected and asked for the request to be modified to include his amendment. Senator Kennedy objected.
2:22 p.m. - Senator Marshall spoke on the Lesser Prairie Chicken.
2:28 p.m. - The Senate began a roll call vote on passage of S.J. Res. 9 Lesser Prairie-Chicken CRA, to override the President’s veto.
3:23 p.m. - By a vote of 47-46, the Senate did not override the veto of S.J. Res. 9, the Lesser Prairie Chicken CRA. Senator Manchin voted in favor. Senators Brown, Cassidy, Feinstein, Romney, Scott (SC), Smith and Stabenow did not vote.
3:24 p.m. - The Senate began a roll call vote on passage of S. J. Res. 24 Mullin Long-Eared Bat CRA, to override the President’s veto.
4:12 p.m. - By a vote of 47-45, the Senate did not override the veto of S.J. Res. 24, the Northern Long-eared Bat CRA. Senators Klobuchar and Manchin voted in favor. Senators Brown, Cassidy, Feinstein, Romney, Scott (SC), Smith, Stabenow, and Vance did not vote.
4:13 p.m. - The Senate confirmed the following nominations by voice vote en bloc: - Thomas G. Day to be a Commissioner of the Postal Regulatory Commission for a term expiring October 14, 2028 - Robert G. 4:14 p.m. - Senator Lee spoke on the National Park Service during a government shutdown and asked unanimous consent for the Senate to pass S. 2972, relating to National Parks funding during a shutdown. Senator Murray objected.
4:27 p.m. - Senator Wicker spoke about the southern border.
4:43 p.m. - Senator Cortez Masto spoke about the anniversary of the Las Vegas shooting.
5:10 p.m. - Senator Ricketts spoke about the budget and inflation.
5:54 p.m. - Senator Reed spoke about Armenian refugees.
6:12 p.m. - Senator Reed and Senator Whitehouse paid tribute to Michael Reese.
6:31 p.m. - Senator Bennett spoke about the shutdown and Federal Wildland Firefighters.
